Im a Teacher and Most of My Kids have Nintendo DS devices, but some do not. How can I hook one of kids?

As far as I know, Emulators don’t do that. Emulators allow cheating with codes for specific games.
I don’t think there is any way you can do that.
You could buy a Wii for your class and set it up to the computer and then you could play Mario Kart Wii on the Wii!
Yes, there is a way to do this with an emulator. An emulator is software that makes a computer think that it is something else (for example, a nintendo DS).
At the moment, it looks like the best emulator you will be able to find is DeSmuME – it might not be brilliant, but I think it works. It will improve in the future, if it is not good now. Because Mario Kart doesn’t need the touch screen, I think it will be fine.

Because the ROM is in a rar format, you will need software like WinRAR to extract it (a .rar is similar to a .zip file but I don’t think Windows can deal with them out of the box). WinRAR gives a month or so free trial, I think, so it should be fine.
Bear in mind that you might be breaking the law a little bit…
It might be a better idea to get a Wii, although this will be expensive (about £140, £30-40 for the game, plus £20-30 for each Wii remote – you can get up to 4.)
No, I don’t believe there are any AV cables for the ds. My psp has that ability, but Nintendo does not support it.
As for an emulator, there is not much you can do. An emulator is a program designed for a certain device that allows you to play games from another device. Unless you want to buy the kids PSP’s, and get emulators for a super nintendo and then download the super nintendo version of mario kart, you are kind of out of options. (PSP does not have a lot of good emulators above the super nintendo era).
